Town of Effingham - Assessing Clerk Position
General Summary: The Town of Effingham, NH is seeking a qualified candidate to fill the position of Assessing Clerk. The Assessing Clerk is responsible for preparation and maintenance of assessing records. The Assessing Clerk will ensure compliance with all local, state and federal policies, procedures, laws, and regulations.
Essential Duties and Responsibilities: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the appointment.) • Provide Clerical Support to the Assessor, including processing exemptions, abatements, deed changes, and data entry into the Assessing Database. • Assisting Residents and taxpayers by phone, email, or in person. The ability to develop a positive rapport with residents and taxpayers is crucial in this position, as well as the ability to establish an effective working relationship with employees, departments, town officials and the general public. • Maintain deed reports monthly this includes updating deeds records into the Assessing software and updating the name and address information of new property owners. • Prepare and maintain Property record cards, including on the Assessing Database and in office records. Information to include any Current Use, Land Use Change Tax, property exemptions (Veteran, Elderly, etc.), new buildings or additions, and any tax-exempt properties. • Manage and maintain intent to cut and intent to excavate applications and billing while following the Department of Revenue (DRA) rules and procedures. • Process Bi-Annual and Annual Reports including DRA’s MS-1 and entering the tax rate information and preparing the Tax Warrant into the Assessing Database. • Updating Tax Map records with the mapping company annually with any changes or updates to roads, addresses, or subdivisions. • Working with the Zoning Enforcement Officer to enter any changes made by building or demolition permits into the Assessing Database. • Perform other duties as necessary.
The Assessing Clerk is a part-time position for 6-12 hours per week. The pay is depending upon experience.
