EFFINGHAM HAZARD MITIGATION PLAN UPDATE

The Town of Effingham, with the Hazard Mitigation Planning Committee, is currently working to update Effingham’s Hazard Mitigation Plan.  The Planidentifies potential natural, and human caused hazards throughout the town and various projects and/or strategies to mitigate their effects.  All residents, neighboring communities, businesses, and interested parties are formally invited to participate in the update process and publicly comment on their concerns regarding the Plan.  In addition, the Town has a ‘Weather Incident & Hazard Survey’ that provides an opportunity for any Town of Effingham stakeholders to share information and comments on hazards in town.  Interested parties can take the survey online at: https://www.surveymonkey.com/r/5BFZTJL

New Hampshire law (RSA 654:39 amended 2025) requires that the Supervisors of the Checklist verify the checklist every year. Essential Duties and Responsibilities: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the appointment.) • Provide Clerical Support to the Assessor, including processing exemptions, abatements, deed changes, and data entry into the Assessing Database. • Assisting Residents and taxpayers by phone, email, or in person. The ability to develop a positive rapport with residents and taxpayers is crucial in this position, as well as the ability to establish an effective working relationship with employees, departments, town officials and the general public. • Maintain deed reports monthly this includes updating deeds records into the Assessing software and updating the name and address information of new property owners. • Prepare and maintain Property record cards, including on the Assessing Database and in office records. Information to include any Current Use, Land Use Change Tax, property exemptions (Veteran, Elderly, etc.), new buildings or additions, and any tax-exempt properties. • Manage and maintain intent to cut and intent to excavate applications and billing while following the Department of Revenue (DRA) rules and procedures. • Process Bi-Annual and Annual Reports including DRA’s MS-1 and entering the tax rate information and preparing the Tax Warrant into the Assessing Database. • Updating Tax Map records with the mapping company annually with any changes or updates to roads, addresses, or subdivisions. • Working with the Zoning Enforcement Officer to enter any changes made by building or demolition permits into the Assessing Database. • Perform other duties as necessary.

The Assessing Clerk is a part-time position for 6-12 hours per week. The pay is depending upon experience.

The Effingham Zoning Board has received an application from Steve Kirk for property owned by Caitlin Morse, located on Bonnyman Road, Effingham, NH, Tax Map 109, Lot 14 for a variance from Article 4, Section 402 seeking a waiver from minimum setback requirements for a 8’ by 10’ deck. The owner’s property requires relief from front, side, and shoreline setbacks.
