Job Description - Zoning Enforcement Officer
Supervision Received:
1.1 The Zoning Enforcement Officer will be supervised by the Board of Selectmen, being primary unless otherwise deemed necessary by the Board of Selectmen.
Essential Duties and Responsibilities:
2.1 Is responsible for the overall administration of the Zoning Ordinance.
2.2 Receives permit applications.
2.3 Reviews permit files.
2.4 Performs site visits.
2.5 Grants or denies permits.
2.6 Maintains files of permits, correspondence, violations and monitored properties.
2.7 Revises and updates forms and information sheets as necessary
2.8 Is available during office hours to the public and by email at other times.
2.9 Provides advice to property owners on procedures regarding the Effingham Zoning Ordinance and other pertinent ordinances and regulations.
2.10 Makes referrals to the Planning Board and the Zoning Board of Adjustment (ZBA).
2.11 Provides follow-up verification and enforcement on ZBA rulings.
2.12 Investigates unpermitted uses and structures, and monitors denied permits, properties under notification and non-conforming uses and structures.
2.13 Upon notification of a zoning violation, reviews file, completes a site visit, writes a correspondence to the owner with either an effort at resolution, or by monitoring the situation or at final sending a notice of violation.
2.14 Attends Select Board, Planning Board and ZBA meetings as necessary.
2.15 Provides information for the Board of Selectmen and the town’s attorney and when necessary appears at hearings or in court.
2.16 Provides support for the Planning board on zoning regulations revisions and the Board of Selectmen on Flood Plain activity.
2.17 Provides field verification for inaccuracies or misinformation relating to the town maps and provides feedback to the Assessing Clerk and mapping contractor.
2.18 Attends classes pertaining to zoning issues when appropriate.
Knowledge, Skills, and Abilities Required:
3.1 Working knowledge of mathematics, word processors, spreadsheets, databases and other zoning software.
3.2 Knowledge of office management practices.
3.3 Have working knowledge of state and local regulations governing zoning.
3.4 Ability to work well with the public; especially with argumentative customers.
3.5 Ability to handle tasks simultaneously; and the ability to meet work deadlines
Minimum Qualifications:
4.1 High School diploma or equivalent.
4.2 Computer skills, public relations, office practice or other related fields.
4.3 Ability to acquire the essential duties and knowledge outlined in this job description.
Physical Demands:
5.1 Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items (up to 25 lbs.); driving an automobile.
Work Environment:
6.1 The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries and residences or commercial vehicles (e.g. use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, etc.). The work area is adequately lighted, heated and ventilated.
